Quest "Request for help"
In fact, Hands Off is a sub-quest of the Asking for Help side quest, in which prisoner Eli needs help to escape his cell in Holt before he is brainwashed.
To take the quest “Asking for help, you need to go to the prison cell with Eli and talk to him. Agree to help him escape and you will receive a quest.
Quest "Hands off"
You can now take the Hands Off quest. To do this, you need to talk to Balder, who can be found at his table - next to the quest "Eli's Weapon". It is marked on your map as part of the Request for Help, so it shouldn't be too difficult to find it.
After mentioning Eli, Balder will warn you not to interfere with his duties, after which you can take the quest you need from him.
Now all you have to do is wait. Just leave and complete other quests, returning periodically to check Eli's cell to see if Balder was there.
In the end, Balder will be in Eli's cell, trying to brainwash him. After Balder completes the suggestion process, the quests will be completed.
