Why did I choose the Ice Bracelet as the best one? The reason is simple: the rest of the bracelets don't do that much damage. There is too much randomness in the Thunder Bracelet, so it is difficult to test it, but overall it is not very useful. The Flash Bracelet is quite normal, but doesn't do much damage. The Replica Bracelet spawns one clone that disappears after a few seconds, but it does decent damage at least.
The Ice Bracelet instantly freezes enemies upon entering a room, longer than the Phantom Cloak. It can really help to orientate and assess the situation at first. The bracelet is also great for boss fights - you have extra time to hit before the boss attacks.

As for me, the ice one has a huge minus - this is its freezing at the beginning of the round (yes, it is its main plus at the same time and the main minus): if there are a lot of shooters in the room, then by freezing some of them, the bracelet knocks out of timing, as a result, you dodge first from the first attack, and then from the second, which is more problematic than dodging all ranged attacks at once
