Yes, this is slavery, which affects the general happiness of the population. However, they have numerous fleets and eaters that can pose a real threat, especially in the first few hours. They have special abilities related to slavery - for example, they can start a special project that increases approval by several steps at the expense of a representative of a different race. After using a planet in a system, you must leave that system and look for richer resource deposits.

Ability. Enslaved races receive + 100% to the productivity of basic resources, but the devourers themselves lose 10 points of approval.
Faction traits. In your main system, you can find a representative of the Harosh race. Their fleets are 25% cheaper, and they can also contain two more command posts. The planets under their control can hold two more parts of the population, and their ground armies have + 10% health points. If your leading party is militarists, you will not be able to have peaceful relations with them. If any other ideology is in power, you may have different political and trade relationships with them. However, when the militarists return as leaders, you and Harosh enter the Cold War phase.
Race traits. +2 attrition points per citizen on the planet and + 150% production on an unused planet. Attrition points are cumulative and you can see them on the system control screen - they are displayed on each planet. When this value reaches its maximum, you will receive much less profit from this planet. The favorite ideology of the devourers is militaristic, and even events that affect pacifists will still contribute to supporting the militarists.
Colonization method. Classic type: Build a colonizing ship, send it to a system with attractive planets, and create an outpost. The time it takes to acquire colony status depends on the amount of food on the planet and the distance between the outpost and other systems. You can speed up this process by spending dust to increase food production and / or you can spend influence points to speed up the migration process.
Main ships. Their ships are mostly standard, although the colonialists have no weapons and the scouts have few. Most ships have similar parameters and number of modules compared to other factions. The Devourer fleet makes up for it with numbers.
