The first thing you need to do is examine the area and find out if there are convenient geographic deposits nearby, marked on your map with a large waterdrop symbol.
You have several options for getting energy early on. The easiest and fastest way is to build large solar panels. They are reliable, but only produce energy during the day. Also, you must build a Battery that stores excess energy and can give it away to energy-intensive buildings such as domes.
First, you need to develop your colony to the point where you can produce water, oxygen and energy - these are the three main resources you need to create a functional dome as well as living quarters for the colonists. In addition, you will need metals and polymers to build the dome itself. All this must be collected before the dome is ready to receive people.
In Surviving Mars, perhaps the most important resource for your colonists is oxygen. While colonists can get by without food and water at least for a while, without oxygen, they will quickly die in just a few hours. Fortunately, of all the basic resources needed to house humans, oxygen is the easiest to obtain.
