First, go to the Tower to Zavala and take the quest "Riding a Pale Horse" from him. Then you need to find a secret vault in Zavala's office:

Go down the stairs on the right side of the office (facing the table), and turn to face the stairs you came down from.

Inside the storage, interact with the empty weapon crate.
