There are several ways to add a friend to Battle Bay. The first way is to find him in the local chat, and as soon as you see his nickname, click on him, and then on "Add friend".
The second way is to find the friend / friends ship when they are sailing in the main hub menu. Using the same process as above, simply click on your friend's name and then on Add Friend again.
Finally, you can use the leaderboard. Repeat the same process again as described above.
After you've applied one of these methods, you can test it to work by checking your friends list. If the sphere next to their nicknames is red, it means that they are offline. If it's green, then the friend is online. You can also click on his name to start a chat. If you want to remove someone from your friends, just click on his name and on "Remove friend".
